Introduction

Under Local Government Reform the powers that Central Government exercised in respect of off-street car parks, under the Road Traffic Regulation (Northern Ireland) Order 1997 and the Traffic Management (Northern Ireland) Order 2005, transferred to local Councils with effect from 1 April 2015.

It would also provide councils with powers under the Traffic Management (Northern Ireland) Order 2005 to employ traffic attendants and to enforce certain parking contraventions occurring within off street parking places (Car Parks).
